Roger graduated from the University of Vermont with a B.S. in Civil Engineering in 1976. He is a registered professional engineer and a certified professional traffic operations engineer. A former officer of the New England ITE Section, Roger received its 2009 Distinguished Service Award. Roger lives in Milton, VT with his family, and is involved in community affairs; serving as the Deputy Health Officer for the Town and on the Milton Fire District #1 Prudential Committee. Roger is also active in the Knights of Columbus.
Roger joined L&D in 1991 and brought his vast experience and knowledge in transportation and civil engineering projects for private and public sectors.
His responsibilities include project management, budget preparation and tracking, obtaining permits, construction inspection, performing traffic impact evaluations, highway sufficiency analyses, design of roads and traffic control systems, design of water, wastewater and stormwater utilities, site layout for residential, commercial and municipal projects and the preparation of bidding documents and construction documents.
He is also qualified as an expert witness in numerous Act 250, State Environmental Board and Superior court cases.
